The Commission has authorized, under EU state aid rules, the modification of the French aid scheme intended to partially compensate sports clubs and sports event organizers for the damage resulting from the implementation of administrative measures adopted by the French authorities to limit the spread of the coronavirus. The scheme was initially approved by the Commission on January 25, 2021 (SA.59746). France has notified the Commission of changes including coverage for the period January 1 to June 29, 2021, with an additional budget of €140 million.

Like the initial measure, beneficiaries who have organized an event or a sports competition subject to a limitation or a total ban on reception of the public because of the coronavirus will be able to obtain compensation in the form of direct subsidies. In the event of cumulative aid received under this new measure, the initial measure and the aid scheme covering fixed costs (approved by the Commission of 9 April 2021, SA.61330), the total amount of the aid is capped at EUR 14 million per beneficiary.

The authorities will verify when the balance of the aid is paid that the aid does not exceed the amount of the damage caused directly by the restrictive measures and will demand reimbursement of the overpayment, if necessary. As with the initial regime, the Commission analyzed the measure under Article 107 (2) (b) of the Treaty on the Functioning of the European Union. The Commission considered that the French aid scheme will allow compensation for damage directly linked to the coronavirus pandemic and will remain proportional, the compensation envisaged not going beyond the amount necessary to remedy the damage. The Commission therefore concluded that the scheme complies with EU state aid rules. The non-confidential version of the decision will be made available under case number SA.63563 in the State Aid Register on the Commission's competition website once any confidentiality issues have been resolved.
